Compacts

Open-ended, mutual, and carrying transit: each body helps clear the other’s obligations with third parties. A compact stands only while both bodies’ consent stands.

Amendments are listed here too, so your body can ratify one the same way it ratifies the compact itself.

Ratify it

Ratifying is your body’s own decision, reached under its own rule. Consent runs to a date and is renewed by a fresh act, never by itself.

Activate, renew, or leave

Activation names both ratifications. To renew, each body ratifies again first with a new date; renewal then names those fresh consents. Leaving needs nobody’s agreement.

An amendment re-writes both lists. It binds only once each body has ratified it, and it lapses when that consent runs out, leaving the original in force.

    Where cooperation is piling up

    Networks left alone concentrate. This panel measures the graph of standing compacts and bridges and says where it’s piling up. It never acts on what it finds: what to do about it is a decision for the bodies, usually in mediation.

    Where a body comes close to a cap its charter set, that’s surfaced here for mediation. It’s a measurement — nothing happens on its own.

    A broken compact: open a dispute

    It starts between the two stewards, with the statement sealed so only they can read it. The compact stands as written — annotated, never rewritten.
